Anotation
The problems of developing the professionalism of civil servants are a form of response to political, economic and social changes. Cardinal changes in the socio-political system, the loss of old ideals, administrative reform - all this influenced public administration. It is noted that the official activities of employees are based on a system of managerial interactions - internal and external. The most important thing is the behavior model of a particular civil servant as a subject of managerial interaction, his style, value-semantic motivation, the level of managerial culture. The article emphasizes the need for a scientific understanding of the concepts of administrative ethics, professional culture, the establishment of the features of ethical standards that are required from a modern civil servant. It is proposed that the decision of the psychological and ethical aspects will be facilitated by the approval by each state body of its own moral code, which will contain the general provisions of the rules of conduct for a civil servant. An example of the civil service of the LPR as the main reserve of the state is given. The main directions of administrative reform in the Luhansk People's Republic, the formation of a new level training system, and forms of advanced training for civil servants are clarified. The necessity of training modern civil service personnel for the implementation of the tasks of the state and the realization of the rights of citizens was noted.
